ORANGE COUNTY, Fla.—A Eustis man will spend the rest of his life behind bars after being convicted earlier this month in the brutal cold case murder of a gas station manager in 1996.

Terence “Terry” Paquette was 31 years old when he was stabbed 73 times and found dead in the bathroom of Lil’ Champ, 4510 Clarcona Ocoee Road, Orlando in northwest Orange County on Feb. 3, 1996. The store is now a Kwik Stop.

“It was a horrific crime scene with blood everywhere,” according to the Orange County Sheriff’s Office.

Paquette was found by OCSO deputies after receiving a call that the store was dark, and the doors were locked. Another employee stopped by the store when he saw deputies and let them inside with his key. Upon searching the store, Paquette was found dead, and his autopsy revealed he died from multiple penetrating wounds to his heart, lungs, head, chest and abdomen. He suffered a total of 73 stab wounds, an arrest affidavit states.

In November 2021, a quarter century after the murder, Eustis resident Kenneth Stough, now 56, was linked to the crime through genetic genealogy.

“This is the first time a homicide case has been solved using genetic genealogy at the Orange County Sheriff’s Office,” OCSO said.

Crime scene investigators located blood in several parts of the store other than the bathroom, and the pattern indicated the suspect injured himself during the attack and walked around the store. Paquette’s keys were not located in the store and still have never been found; money was also missing from the safe. Several blood samples were sent to the Florida Department of Law Enforcement (FDLE) for analysis, and it was determined that blood from a beverage freezer handle, a freezer flap, lottery machine, the key cylinder from the exterior door and a push bar from a door all came from the same individual and it was not Paquette.

On Sept. 29. 1997, the case was closed “pending further investigative leads.” In 2003, the case was reopened, and no suspects were identified. In 2019, OCSO Detective Brian Savelli began reviewing the case. In March 2021, FDLE contracted with an outside lab to obtain a sample for forensic genetic genealogy and the data was uploaded to genealogy databases. It was determined the sample belonged to one of three brothers.

Savelli determined Stough had previously worked at the store, lived just two blocks from Paquette at the time of the murder and they were only three years apart in age. Stough was 28 at the time of the murder.

On Aug. 25, 2021, Lake County Circuit Judge Heidi Davis signed a GPS order for Stough’s 2007 black Chevrolet Equinox. On Sept. 14, 2021, OCSO began following Stough and followed him to a convenience store in Eustis. After making two trips into the store, Stough backed the Equinox next to a public dumpster and placed a grey plastic bag in the dumpster that appeared to be filled with beer cans.

The detective secured the dumpster and removed the grey plastic bag that had seven 16-ounce Budweiser beer cans. The cans were submitted to FDLE, and a sample was obtained from one of the cans. The sample matched the DNA from the beverage freezer handle from the 1996 murder.

“The DNA on the item that he had matched the DNA to the crime scene,” Savelli said.

Stough was arrested Nov. 1, 2021, for first-degree murder and armed robbery and held in the Orange Jail on bond. He stood trial earlier this month and was convicted and sentenced to life in prison.

Homeland Security Investigation Reveals Eustis Man’s Possession of Child Pornography

EUSTIS, Florida—A Eustis man out on bond for a prior arrest for possessing child pornography has been arrested again after he allegedly received child pornography in an online chat room being monitored by an undercover Homeland Security agent.

Eric Allen Bozeman, 42, who was arrested in 2021 for four counts of possessing child pornography, was arrested again Tuesday at his job, Advance Auto Parts, 2505 South Bay Street, Eustis, by Florida Department of Law Enforcement agents. He refused to speak with agents and invoked his right to an attorney, according to an arrest affidavit. He was arrested for two counts of possession of child pornography and is being held on no bond; his bond in the 2021 case has also been revoked.

In this most recent case, Bozeman is accused of receiving two child pornography images in an online chat group through the Wickr application. Wickr encrypts chats and media files, “Other communications platforms store or share their users communications with governing bodies or third-parties. Wickr does not. We will never share the communications of Wickr users. In fact, Wickr does not have access to any encrypted communication conducted on our platform and conversations are never stored on our servers, thanks to our privacy-first architecture. Wickr enables enterprises to implement their own message archival and monitoring regimes in accordance with internal policies and government regulations,” Wickr’s “About Us” section states on its website.

According to the affidavit, in May, Homeland Security Investigations (HSI) in Monterey, California, began targeting online chat groups that included members who shared child sexual abuse material (CSAM) and discussed the sexual abuse of children. In a group named “mostly taboo” Bozeman, under a username so vulgar Inside Lake Cannot publish it, was observed by an undercover HSI agent interacting with other users who were sharing CSAM. Bozeman received two images that were so graphic, Inside Lake cannot publish the descriptions of the images. The two images included four juvenile females believed to be approximately 5 years old.

Bozeman posted sexually graphic comments on both photos.

In early June, the HSI undercover agent, acting as an individual sexually attracted to children, began communicating with Bozeman and asked him what ages he is into. He reportedly replied 6-15, the affidavit states. Bozeman told the agent about a juvenile female he claimed to abuse and said he lost the videos and photos of the abuse when he dropped his phone in the toilet. The following day Bozeman identified himself as “Eric from fl” and said he was 41. Bozeman was 41 at the time of the message; he has since turned 42.

The above photo is intentionally blurred due to possible undercover work and the nature of the cases investigated by the law enforcement officials pictured here. PHOTO: Jolie Fowler/Inside Lake

A few days later, the HSI agent sent Bozeman a link to a Snapchat account the agent said belonged to a 12-year-old girl; the agent was actually running the account, pretending to be the girl. The account then received a friend request from eric_bozeman23, according to the affidavit. The agent accepted the request and told Bozeman they were “only 12.” Bozeman communicated with who he believed was the 12-year-old girl and sent inappropriate sexually-charged messages to the “girl,” along with a selfie agents used to match to his driver license photo.

Bozeman also continued to communicate with the undercover agent on Wickr and sent a photo of a juvenile, smiling and wearing a black t-shirt with “Queen Squad” in gold lettering and black pants. Bozeman told the HSI agent he was sexually involved with the juvenile; she has not been identified by law enforcement.

On June 21, the agent, acting as the 12-year-old girl, sent Bozeman a phone number and said she wanted to communicate by text on the phone. Agents then subpoenaed records belonging to the phone number Bozeman was texting from and found he was the subscriber for the phone since February 2020 and the billing address was Pelican Street in unincorporated Eustis—Bozeman’s residence.

The information about Bozeman was then turned over to FDLE and an FDLE agent—the same agent who investigated Bozeman’s 2021 case— received the information about Bozeman, including his address and recognized it from 2021.

“(Special Agent) recognizes the address of 26750 Pelican Street, Eustis Florida from a previous investigation involving Bozeman. In August of 2021 Bozeman was arrested for possession of child pornography and is currently still out on bond pending trial,” the agent wrote in the affidavit.

Bozeman is represented by attorney Bryan Hugo of Maitland in the 2021 case.

Leesburg Man Accused of Fraudulently Selling Another Man’s Home while Victim was in Jail

EUSTIS, Florida—A Leesburg man is facing several charges for fraudulently selling a mobile home he claimed another man had “abandoned,” according to an arrest affidavit.

In late June, the victim went to Eustis Police Department and reported Michael Anthony Pachetti, 65, sold his mobile home, located in Southern Palms RV Resort in Eustis while he was incarcerated in New York, forging the victim’s name and using an old driver license, according to the affidavit.

The victim told police was arrested in Orange County in September 2022, later transferred to the Lake County Jail and finally extradited to Niagara County, New York and was released in January 2023. He returned to Florida and found out his home had been sold without his knowledge. The relationship between the two men is redacted from the affidavit, due to Marsy’s Law.

The victim said Pachetti put the 1985 mobile home up for sale for $27,000 and a month later received nearly $21,000 from the proceeds of the sale. Pachetti did not have power of attorney and the home was only in the victim’s name, the affidavit states.

Police spoke with Pachetti by phone in June, and he said the victim “abandoned” the home, so he took possession of the home, paid for some repairs and listed the home. Pachetti admitted to signing the victim’s name to the sale paperwork, the arresting officer noted in the affidavit. The officer asked Pachetti where the money from the sale was and he reportedly said he spent it.

Pachetti went to Eustis Police Department Monday to speak with an officer about the case and he was arrested for scheme to defraud, grand theft and uttering forged documents. He was transported to LCJ, where he was released on $6,000 bond.

Charges Upgraded in Case Against Man Accused of Attacking Woman and Trying to Run Down Eustis Cop

TAVARES, Florida—The Fifth Judicial Circuit State Attorney’s Office (SAO) has upgraded charges against a man suspected in the attacks of three women and trying to run over a Eustis Police officer earlier this year.

Late last month, the SAO dropped stalking and resisting an officer with violence charges against Jephson Seguin, 20, and upgraded the charges to attempted sexual battery and attempted first degree murder of a law enforcement officer, according to documents filed in the case by prosecutor Thomas Wieczorek.

Seguin, of Eustis, is accused of attacking two women in the spring and a third woman on June 27 and when EPD arrived on the scene of the third attack, he allegedly attempted to run over EPD Officer Cody Schneider as he exited his patrol vehicle. Schneider fired three shots, striking Seguin in the shoulder and he fled the scene in a vehicle and stayed on the run for three days until he was finally arrested on June 30 after his parents called EPD.

When officers apprehended him in his Eustis neighborhood, they found he had not received medical treatment for the gunshot wound, and he was taken to a Level II Trauma Center in Sanford. He was booked into the Lake County Jail after receiving treatment for the wound and posted a $37,000 bond the following day. He was released with several stipulations, including no contact orders with the female victim in his latest attack and Schneider and a GPS monitor.

Seguin’s next plea negotiation conference is scheduled for Aug. 22; he is represented by attorney Christopher Kaigle of Orlando.

Man Captured on Dashcam Shooting Vehicle in Eustis Identified and Arrested

EUSTIS, Florida—The man captured on dashcam video shooting the trunk of a vehicle earlier this month has been identified and arrested, according to Eustis Police Sgt. Paul Barnett.

Kenneth R. Brown, 21, of Winter Garden, was arrested Friday at Eustis Police Department for the incident that occurred on Grove Street Aug. 1. Police say the victim was driving northbound on Grove Street when a group of people were crossing the road. The victim honked at the group and as the victim drove away, Brown fired a single shot at the vehicle and struck the trunk. The victim was not injured. The incident was captured on the victim’s dashcams.

Brown had a “flimsy defense,” Barnett told Inside Lake, and he was arrested for shooting a deadly missile into an occupied vehicle, aggravated assault with a deadly weapon, discharging a firearm in public and criminal mischief. He was transported to the Lake County Jail where he is being held on $15,000 bond, according to Barnett.

Police identified all the individuals captured on the video, but the others are considered witnesses. “It was good work by the guys and gals that work here,” Barnett said.

Man Arrested for Murder Last Week by Eustis Police Stabbed by Inmate also Being Held for Murder

TAVARES, Florida—Austin Hill, the man arrested last week in the murder of Wseni “Haitian Black” Laguerre, was stabbed multiple times by another inmate at the Lake County Jail Sunday; and the man accused of stabbing him is well-known to Lake County law enforcement.

Around 8:30 p.m. Sunday, a Lake County Sheriff’s Office detective responded to the jail after detention staff reported an inmate had been stabbed. Hill, 26, was stabbed multiple times in the back, neck and face and video surveillance clearly showed his attacker was Dustin “Chico” Perdue, 27, according to an arrest affidavit.

Only Inside Lake extensively covered Perdue’s numerous arrests for armed robbery in 2022 in Clermont, unincorporated Mount Dora and Tavares and in February 2023, he was charged with murdering Alejandro “Alex” Garcia in Tavares April 8, 2022. Perdue’s nephew, Octavious Marquis Reed, 23, was also charged in the murder.

According to the affidavit, Hill told LCSO he was talking with another inmate when Perdue came up behind him and struck him multiple times in the back and neck and finally on his left temple. Perdue then went upstairs to his cell and Hill followed him to confront him. Hill walked back downstairs, and Perdue attacked him a second time. He told a detective the weapon was a sharp, small, metal object and the handle was a t-shirt. The weapon was found Monday when detectives returned to LCJ to interview other inmates who may have witnessed the attack.

The attack, which began at 7:11 p.m., was captured on video and clearly showed Perdue committing the crime. Detectives also listened to a call Perdue made to a female just minutes before the attack.

“During the conversation, the inmate advises the female that he was about to go to the box (Disciplinary Confinement). The female questions the inmate who states, ‘l can’t really um talk…you know the news?’ to which the female says, ‘OK. The new…oh, OK. Alright, baby.’

The inmate then states, ‘Yeah, he just came in my…(unintelligible.)’ Later in the conversation the inmate tells the female that he would be given 30 days and would then probably be going to AC confinement for ‘like eight months.’ The inmate then tells the female. “You know I’m not just fixing to fight this dude. So, I’m going to get 30 days in the box.’

Perdue was charged with attempted murder on Tuesday and remains in LCJ.

Arrest Made in Eustis January Murder

EUSTIS, Florida—An arrest has been made in the January murder of a Eustis man, Eustis Police Chief Craig Capri announced Thursday morning.

Austin Lashay Hill, 26, of Tangerine was taken into custody at the Lake County/Orange County line Tuesday on a warrant for aggravated assault with a deadly weapon, improper exhibition of a firearm and possession of a firearm by a convicted felon. Those crimes were also committed in Eustis.

On Wednesday, several more charges were added to Hill, including premeditated murder, discharging a firearm in public and an additional charge of possession of a firearm by a convicted felon.

Flanked by family and loved ones of the victim, Capri said Hill murdered Wseni “Haitian Blac” Laguerre, 39, at Laguerre’s Eustis home on Palm Avenue Jan. 30. EPD responded to the shooting and found Laguerre with multiple gunshot wounds. Witnesses told police an individual, now identified as Hill, had some sort of confrontation with Laguerre, shot him multiple times and fled the scene. Laguerre was transported to AdventHealth Waterman in Tavares where he died a brief time later, Capri told Inside Lake earlier this year.

Choking back tears, Laguerre’s cousin spoke briefly to reporters about her cousin who was described as a family man who took his mother to all her doctor’s appointments. She said he will be remembered for his smile, his love and his aura. He was also an identical twin.

“He was the glue” she said, “He kept us together.”

Pam Simmons, a resident of Eustis came to the press conference because she cares about her community and is tired of all the gun violence.

“I just want us to stop killing each other,” she told Inside Lake.

Eustis Mayor Michael Holland also spoke and had a warning for anyone who commits a crime in Eustis, “We will catch you,” he said.

Police had not released a motive in the shooting and Capri said even with this arrest, the investigation is ongoing.

Groveland Police Officer Under Investigation and on Leave After Arrest for Domestic Incident at Mount Dora Restaurant

MOUNT DORA, Florida—A Groveland Police Department officer is under internal investigation and on paid administrative leave after he was arrested last week for felony domestic battery by strangulation.

Joshua Allen Somers, 48, a six-year veteran of GPD and a school resource officer at South Lake High School, was arrested after an altercation with his wife that was captured on surveillance video at a popular restaurant and bar in Mount Dora. The video captured him grabbing her by the hair, striking her head against a wooden guardrail and putting his hand around her neck, according to an arrest affidavit.

On July 18, MDPD responded to Frogger’s Bar and Grill, 4931 Lake Park Court after a report of a fight. The manager said at around 6:25 p.m. he was made aware of a fight on the patio and when he walked out, no one was fighting but there was a lot of yelling between a customer he knew as Joshua and someone else whose name is redacted from the affidavit. Although the victim’s name is redacted from the affidavit due to Marsy’s Law, it does state she later told MDPD officers she has been married to Somers for about 10 years. The pair left before the manager could talk to them about what happened, but the video confirmed the allegations and the manager told employees to call police, according to the affidavit.

Somers was identified by full name through his credit card receipt and officers found he worked for GPD during a social media search. Officers then confirmed his employment with GPD.

MDPD spoke to several witnesses and also viewed the video that showed the victim sitting on the patio, near wooden guardrails. In the video, Somers, who appeared to be angry, approached the victim and had what police believe was a brief conversation with her; the video did not capture audio from the incident. Somers then walks toward the side entrance, abruptly stops and walks back over to the victim, the affidavit states.

Somers is seen placing his ear directly in front of the victim’s mouth “in an apparent attempt to intimidate her from speaking,” he then grabs her hair and forcibly hits her head against the railing and finally places his hand around her neck “in a fashion consistent with strangulation,” the arresting officer wrote in the affidavit.

MDPD found that Somers lives in Eustis and contacted the Eustis Police Department road patrol sergeant on duty who approved MDPD to respond to the home. Accompanied by EPD officers, MDPD spoke with Somers, who said he was at Frogger’s with the victim and said he was in an argument with her but was “adamant” he had “simply” grabbed her hair and not battered her in any other manner. “During this conversation it was evident that Joshua was heavily intoxicated and likely not going to provide any further pertinent information regarding the investigation,” the arresting officer noted in the affidavit.

Police spoke with the victim, who was also heavily intoxicated and “extremely hesitant” to speak to them about the incident but did say he grabbed her by the hair. Officers explained they had watched a video of the altercation and she became upset and stopped providing information to the officers who observed minor redness around her neck. Somers was arrested for battery by strangulation and transported to the Lake County Jail, where he was later released on $2,000 bond.

Inside Lake reached out to GPD to ask about the arrest and status of Somers’ employment.

“On Wednesday, July 19, 2023, the Groveland Police Department was informed that one of our officers had been arrested for a domestic violence-related offense. The charges are concerning and do not reflect our values or the high level of service and conduct to which we hold our employees, both on and off-duty. Per department policy, the officer was immediately placed on paid administrative leave pending the outcome of the criminal investigation to be conducted by Mount Dora Police Department and any subsequent internal administrative investigation to be concluded by members of the Groveland Police Department. All charges against our employees – especially those of this nature – are taken very seriously and every member of our team will be held accountable for their actions,” GPD said in a statement.

Somers has not had any previous disciplinary actions during his employment at GPD.
