Man previously arrested for personal “emergency” 911 calls arrested again for exposure in Tavares

TAVARES, Fla. — The man arrested for calling 911 in December 2025 for his “sexual emergency” has been arrested again, this time for exposing himself to multiple people, including two Tavares police officers.

Jess Hubbard, 40, who has been booked into the Lake County Jail 20 times since 2021, was arrested shortly before 9 p.m. Monday after a woman reported seeing him near her home. She told police he appeared “confused” and claimed he lived there. He doesn’t.

Tavares Police Department officers arrived at an undisclosed location and found the complainant, a neighbor and Hubbard standing outside. An officer spoke with the complainant, who said Hubbard exposed his genitals to her. While they spoke, Hubbard, drenched in sweat, was “consistently moving his hands around in his pants,” and said he was going to go to the bathroom, the affidavit states.

In a written statement, the complainant said she asked Hubbard twice what he was doing in the area, and both times he claimed he lived there. She corrected him and repeatedly told him to stop fondling himself, but he continued and exposed himself as police arrived.

The neighbor also provided a statement to police and said Hubbard followed her and the complainant and was “very fidgety, hands constantly in his pants.” She said he asked her several times to go somewhere private and told her, “you’re hot” and “meth makes you (expletive) forever.”

An officer located Hubbard between two neighboring homes, where he continued to touch his genitals in the presence of two officers and attempted to urinate on the ground, “right in front of us,” the arresting officer noted in the affidavit.

Hubbard was taken into custody, and a criminal history check revealed he had a 2023 conviction for exposure of sexual organs, enhancing his current charge from a misdemeanor to a felony. In that case, Hubbard pleaded no contest to grabbing a woman and attempting to pull her into a public bathroom in Leesburg in October 2022. She broke free; Hubbard then touched her buttocks and walked out of the bathroom with his pants around his knees and his genitals and hands covered in soap, according to the arrest affidavit in that case.

Less than a month later, on Nov. 8, 2022, Hubbard was arrested again for loitering and prowling after a Tavares mother spotted him trying to get into her house on a doorbell camera while her daughter was inside. Hubbard fled from the home and was apprehended by TPD nearby. Those charges were later dropped.

In November 2025, Hubbard was arrested for trespassing at O’Reilly Auto Parts in Tavares, and in December 2025, Inside Lake reported Hubbard’s arrest for misuse of 911. In that case, he called 911 multiple times because he was having a “sexual emergency.” Hubbard was arrested on 10 charges in that case; five were later dropped. He was arrested again for trespassing on Feb. 9, this time at Domino’s in Tavares. He pleaded no contest in all three cases and was sentenced to 30 days in jail. He was released March 5.

Hubbard is currently being held in the Lake County Jail on $10,000 bond.
