TAVARES, Fla. — A Tavares man was arrested early Tuesday after repeatedly calling 911 to report what he described as a “sexual emergency,” according to an arrest affidavit obtained by Inside Lake.
Jess Hubbard, 39, is facing five counts of misuse of 911 and five counts of making obscene phone calls. Authorities said Hubbard continued calling dispatchers despite being warned that using 911 for non-emergencies is a crime.

According to the affidavit, Hubbard made explicit sexual comments to a dispatcher and asked personal questions, including what she looked like and what she liked to do for fun. Inside Lake is not publishing the comments due to their graphic nature.
An officer with Tavares Police Department located Hubbard shortly before 5:15 a.m. Tuesday on Fern Avenue after pinging his cellphone, and when the officer arrived, Hubbard was still on the phone with 911 and had his hand down the front of his pants, the affidavit states.
Hubbard was arrested and transported to the Lake County Jail, where he is being held on $25,000 bond. Jail records show he has been booked into LCJ 18 times since April 2021.
