TAVARES, Fla.— A situation that started as an argument last week ended in a trip to jail for a Tavares woman after she fled from police, drove through two fences, over a boat and finally into a house — all with two young children in the vehicle, according to documents obtained by Inside Lake.
On June 1, Tavares Police Department responded to a verbal disturbance involving an “ex-girlfriend,” later identified as Myesha Mosley, 22. Prior to their arrival, officers were informed Mosley had left the location in her ex-boyfriend’s black Chevy Trax with her two children, including one she shares with her ex-boyfriend, and the children were not in car seats, according to a TPD report.
When they arrived, a woman related to Mosley’s ex-boyfriend told police Mosley slapped her across the face and smashed her phone; she provided the phone to police and it had a cracked screen, a responding officer noted in his report.
Officer responded to Mosley’s home on Hibiscus Court, and she refused to come to the door. Officers left her residence and when she left the home with her two children a short time later, officers pulled her over on Mansfield Road. They approached the vehicle, and she refused to roll the window down. After asking several times, an officer broke the passenger window with a window punch. With a 6-month-old child in her lap, and a 4-year-old child in the front seat, Mosley took off. She went through one fence, then another fence, ran over a small boat and finally crashed into a home at 1345 County Drive.
Mosley was removed from the vehicle and officers checked the children, who did not appear to be injured, according to the arrest affidavit. While talking to officers, Mosley leaned in close to an officer’s body worn camera and said, “I wanted to (expletive) up his car. His mom scratched my son, yes, yes.”
Mosley was arrested for child abuse, felony criminal mischief, misdemeanor criminal mischief, aggravated flee and elude, resisting arrest and leaving the scene of a crash with property damage. She was released late Tuesday on $21,500 bond.
TAVARES, Fla.—The adult son of a Tavares city councilman was arrested again Wednesday after a Tavares Police Department detective found video evidence of child sex crimes on his phone, according to a probable cause affidavit.
Cole Singer, who turned 22-years-old earlier this month, was picked up Wednesday afternoon on a warrant for four charges – lewd and lascivious battery, lewd and lascivious molestation, lewd and lascivious conduct and production of child pornography, stemming from an incident in 2021.
Cole Singer’s father is Troy Singer, a Tavares city councilman who has served on the council since he was appointed in 2016, and was subsequently reelected in 2017, 2019, 2021, and 2023. In addition to council member, he has also served as vice-mayor and mayor, Mark O’Keefe, Support Services director for the City of Tavares told Inside Lake last month.
In April, Cole Singer was arrested on two dozen counts related to child pornography after a TPD investigation uncovered Singer had allegedly transmitted multiple child porn images between December 2024 and early February. Acting on a tip submitted to the National Center for Missing and Exploited Children (NCMEC,) TPD began investigating the case in February and searched the home Singer shares with his parents the day of his first arrest. In that search, TPD seized Cole Singer’s phone, and it was turned over to the Florida Department of Law Enforcement for a forensic download, commonly known as a “data dump.”
While reviewing the data, a detective found a video that showed a young male performing a sex act on Cole Singer outside of the pair’s place of employment. The name and address of the business are redacted from the affidavit. The victim’s age is also redacted but Inside Lake confirmed he was under 16 when the act occurred, and Cole Singer was a little more than a month from turning 18.
The victim and his parents were interviewed at TPD, and the victim told TPD detectives he was in the video with Cole Singer. He said Cole Singer said, “Hey, can we do something in the back,” and led the victim to the “back,” an alleyway area behind the business’ patio, the affidavit states.
The victim told detectives details about the sex act and said, “I was a kid, I didn’t know.”
The victim told detectives Cole Singer later brought up the act when the victim was older, and because he was older, he understood what had occurred and told Cole Singer, “no,” and he was not interested.
The victim told police Cole Singer did the “same thing” and pressured him into the same sex act when Cole Singer was approximately 14 years old. He also said he and Cole Singer would wrestle and Singer would tell the victim to “choke” him. Due to heavy redaction, it’s unclear when this occurred. In the affidavit, the detective noted she located, “several instances where Cole would discuss being choked or wishing he could be choked.”
The victim was asked if he felt like he had no choice but to participate and he reportedly said, “(Cole) would keep telling me to do it, even if I would say no. He would just say please.”
A warrant was issued for Cole Singer’s arrest following the interview with the victim. He was arrested Wednesday and transported to the Lake County Jail, where he is being held on $400,000 bond.
TAVARES, Fla.—Hundreds of people flooded downtown Tavares Saturday night to join Xavier Williams’ family to celebrate his life at a candlelight vigil held in his honor.
Xavier died March 21 after fighting for his life for nearly a month before succumbing to injuries police say his mother and her boyfriend inflicted on him.
Lake County Sheriff’s Office Chaplain Joshua Douglas opened the vigil and shared a few stories about Xavier and the boy he was. A natural talent for understanding electronics, Douglas told attendees about a broken iPad that stumped both Apple and Verizon, but Xavier saved the day and fixed it, along with a television no one could figure out either.

Douglas said Xavier was his “brother’s keeper,” and his “heart was beyond his years.” Xavier had a deep love for God, taking his bible with him different places and creating a bible study group through text messaging.
Tears streamed from the faces of attendees who held burning candles and lit cell phones as local resident Brian Hetrick led the crowd in a rendition of Amazing Grace.

Xavier’s aunt, Cameil Williams, choking back tears, spoke on behalf of the family and thanked everyone involved in the case, “Thank you. There are so many people who have supported our family during this time.”
She thanked medical providers and the Department of Children and Families; and expressed the family’s gratitude for the support and comfort they received from Tavares Police Department and the State Attorney’s Office for words of encouragement and ensuring Xavier gets justice. She thanked the community for their support and for “grieving with us.” As Cameil made her way back to her seat, Xavier’s dad, Keniel, jumped from his seat and embraced his sister in a moment that was heartbreakingly beautiful.

TAVARES, Fla.—The couple accused of abusing and torturing a Tavares boy to death is now facing additional charges, principal to second-degree murder and two counts of principal to aggravated child abuse, the Fifth Judicial Circuit State Attorney’s Office said Monday.
While law enforcement and prosecutors continued to work toward securing justice for Xavier Williams and his little brother Monday, his friends and classmates expressed their feelings with a message.

Police believe Xavier was restrained with duct tape while weights were dropped onto his stomach. “His hands were bound above his head, leaving him defenseless,” she said. Detectives also uncovered evidence Xavier’s little brother was victimized.

TAVARES, Fla.—Less than a full day after Tavares Police Department announced the death of a little boy they say suffered “unimaginable abuse,” a memorial is growing at the home where he suffered the abuse. The home is adorned with balloons, stuffed animals and flowers left by community members expressing their sorrow and condolences for the boy who was just 10 years old.
The boy, whose name has not been released, attended a local elementary school and by all accounts, according to TPD, his mother, Kimberley Mills, kept the abuse hidden from everyone, including adults and children he interacted with at school. Inside Lake first reported Mills is a registered nurse, and numerous people have reached out to say Mills was a wound care nurse, but that has not been officially confirmed. This case has garnered thousands of comments on social media in local word-of-mouth groups and media pages, and some have speculated Mills’ training as a nurse enabled her to cover up the abuse of the boy and his younger brother.
The boys were never on the radar of TPD or the Department of Children and Families (DCF,) and police say the savage abuse occurred at the home the trio shared. Well-kept on the outside, the home is on Dora Avenue, a heavily-traveled road, and passersby couldn’t have imagined the horrific abuse that was allegedly happening inside. The abuse wasn’t revealed until Feb. 22, when Mills and her boyfriend, Andre Walker, 36, arrived at AdventHealth Waterman with the boy in cardiac arrest, and covered in burns and bruises.
A nurse told a TPD detective Walker came into the emergency room and said, “We need help, hurry up,” and as the nurse and another employee exited the ER, they saw Mills performing CPR on the boy. The nurse took over care and immediately noticed bruising and she asked Mills what happened to the child; Mills reportedly said, “I don’t know, (he) started vomiting and then (he) was like this.”
The nurse rushed the boy into the ER and staff took over to begin life-saving measures, working on him for more than 30 minutes to stabilize him. After he was stabilized, the boy was airlifted to Arnold Palmer Children’s Hospital, where he spent nearly a month fighting for his life.
The couple soon disappeared when they found out hospital staff called law enforcement. Mills returned to the hospital with the boy’s brother, and Walker’s whereabouts were unknown until he turned himself in at the Lake County Jail a few days later. In the hours following the boy’s arrival at the hospital, TPD obtained a search warrant for the home and later interviewed the boy’s younger brother, revealing the inconceivable terror these boys suffered at the hands of their mother and her boyfriend, Sullivan said.
“Through the courage of this young sibling, detectives uncovered the horrifying details of the abuse, TPD Public Information Officer Courtney Sullivan said earlier this month. “This little boy revealed how both he and his older brother suffered unspeakable torment. His bravery in sharing these truths has given our team the determination to ensure that justice is served.” The father of the boys lives out of state and immediately traveled to Florida upon finding out what happened to his sons. The younger boy remains in his care.

Mills is charged with two counts of aggravated child abuse, two counts of child neglect, two counts of accessory to aggravated child abuse and one count of tampering with evidence, and Walker is facing two counts of aggravated child abuse, two counts of accessory to aggravated child abuse and one count of tampering with evidence. TPD is working closely with the State Attorney’s Office and more charges are expected to be filed in the coming weeks.

TAVARES, Fla.—The man accused of savagely abusing both his girlfriend’s sons was denied bond Tuesday by Lake Circuit Judge Brian Welke.
Andre Walker, 36, is accused of abusing the 10-year-old son of his girlfriend, Kimberley Mills, 37, leaving him in critical condition. Tavares police say Mills, “was methodical in what her children wore and what they said to others to ensure that absolutely no one would learn of what she was doing to her children behind closed doors.”
“Our department has been working closely with the State Attorney’s Office on this case since day one. We prepared for today and the State Attorney’s Office did a phenomenal job presenting their evidence as to why Andre Walker should remain in the Lake County Jail on no bond. We are pleased with the judge’s decision today,” TPD Public Information Officer Courtney Sullivan said.
The boy has been in critical condition since Feb. 22 when Mills and Walker brought him to AdventHealth Waterman in Tavares in cardiac arrest. Throughout its investigation, Tavares Police Department uncovered the boy’s younger brother, 9, also was abused. Neither boy has been named publicly.
Mills and Walker fled the hospital last month when they found out law enforcement had been contacted. Mills soon returned with her younger son, and was arrested but Walker remained on the run until he turned himself in Feb. 24 and the couple has been held on no bond since their arrests. Walker, who has retained Orlando attorney Bryanna Bynum of Smith & Eulo Law Firm, filed a motion to set bond the day after he turned himself in, and on Tuesday, Welke denied that request, calling the crimes “egregious.”
Bynum also entered a plea of not guilty on Walker’s behalf, waived his arraignment and pretrial conference and requested discovery and his charging document. Mills is represented by Roxane Davis, a public defender appointed to the case, and has also pleaded not guilty.
More charges were added to the couple late last week and even more charges are possible, Sullivan said. “We ask that you keep the boys and their family in your thoughts and prayers.”

Her boyfriend, Andre Walker, 36, accompanied Mills to the hospital but they soon disappeared when they found out hospital staff called law enforcement. Mills returned to the hospital with the boy’s brother, and Walker’s whereabouts were unknown until he turned himself in at LCJ late Monday morning.
Mills was originally arrested on a charge of aggravated child abuse while Walker was arrested for accessory after the fact – aggravated child abuse. Police said earlier this week they did not believe the younger boy was victimized by his mom and her boyfriend, but as detectives conducted interviews and discovered evidence over the past six days, their investigation revealed both boys are victims of abuse. More charges were added to the pair Friday morning. Mills is now charged with an additional count of aggravated child abuse, two counts of child neglect, two counts of accessory to aggravated child abuse and one count of tampering with evidence.

“Both Kimberley Mills and Andre Walker participated in torturing and abusing these two children. We are working closely with the State Attorney’s Office to ensure that these two boys get the justice that they deserve,” Sullivan said Friday.

The community has questioned how the children’s abuse went unnoticed, and Sullivan answered some of those questions Friday.
“Kimberley Mills was methodical in what her children wore and what they said to others to ensure that absolutely no one would learn of what she was doing to her children behind closed doors. That being said, all fingers should be pointed in one direction – at Kimberley Mills and Andre Walker who participated together in hurting these children.”
An arrest affidavit with more details obtained by Inside Lake earlier this week revealed the boy was in cardiac arrest when his mother brought him to the hospital, and he sustained injuries consistent with sexual abuse. Inside Lake asked Sullivan why the pair isn’t facing sexual battery charges.
“Our victim is still in critical condition and has not been able to disclose any details regarding sexual abuse. Also, because of his condition, certain physical examinations have not been performed,” Sullivan said. “We cannot definitively say it occurred at this time, but more charges could be added later.”
The younger boy has not disclosed any sexual abuse, she said.
The 10-year-old boy remains in critical condition and his younger brother is with their father.
